all i keep seeing in my head is a guy going "OH SHIII..." then getting drilled in the face with a puppy

Allershausen's probably just happy to be mentioned in a news story. You miss the place if you blink while driving through it, this was probably their first traffic jam ever!

This whole thing may have been a plot by the town's mayor to justify bugging Berlin to appropriate some money so the town can have a traffic light.
